A Brief Analysis of the Advantages and Disadvantages of the Development of China's Flame Retardant Industry

1. Increasing stringency in fire safety requirements
The laws and regulations on fire retardant and fire prevention in developed countries in Europe and America can be traced back to the middle of the 20th century. Since then, many fire safety regulations have been promulgated, as well as very strict and detailed fire-proof testing standards for various materials, including furniture, mattresses, clothing, vehicle interiors, toys and building materials, covering a wide range of areas. Since then, flame retardants have gradually been widely used. In recent years, a series of laws and regulations on fire safety have been promulgated intensively in our country, mainly involving fire-retardant and fire-retardant standards of various materials. With the further development of our economy, people's awareness of fire safety will gradually improve. The requirements of fire safety from all walks of life will drive material manufacturers and the government to provide products that meet fire-retardant standards for people.
II. Industrial Policy Support
The encouraging industries in the Guidance Catalogue for Industrial Structure Adjustment (2005 edition) of the National Development and Reform Commission include: new additives for synthetic resin processing, new adsorbents, high-performance additives and compound technology development, large-scale synthetic resin and new synthetic resin technology and new product development. The Catalogue of Guidance for Industrial Structure Adjustment (2011 edition) of the National Development and Reform Commission (NDRC) encourages industries to include: technology development and application for reducing and controlling dioxin emissions; development and application of alternatives to POPs products. The project "Exploitation of alternatives to decabromodiphenyl ether flame retardants" jointly undertaken by Beijing University of Technology and the issuer is a sub-project of the National High-Tech Research and Development Plan (863 Plan). Its subject is "Research and Development of Typical Priority Controlling Alternative Products and Alternative Technologies for Persistent Organic Pollutants". The R&D and production of the company conform to the encouragement direction of the national industrial policy. At the same time, according to the annex of "High-tech Enterprise Recognition Management Measures" (National Science Fire (2008) No. 172), issued jointly by the Ministry of Science and Technology, the Ministry of Finance and the State Administration of Taxation, "High-tech Areas Supported by the State", it is clearly mentioned that "New Rubber and Plastic Auxiliaries Technology" belongs to the high-tech field supported by the State. The organic scale flame retardant belongs to a new type of rubber and plastics additive.
3. Great potential demand for flame retardants in the domestic market
At present, only a few developed countries and regions such as the United States and the European Union have implemented laws and regulations on the compulsory use of flame retardants, so the global consumption of flame retardants is unevenly distributed, mainly concentrated in a few countries and regions. With the increasing attention to fire safety and the gradual improvement of relevant laws and regulations in China, the potential demand for flame retardants in the domestic market will be gradually tapped. It is predicted that China's demand for flame retardants will grow steadily by 14% at a rate of about 15%. In fact, from 2005 to 2012, the consumption of flame retardants in other parts of Asia (except Japan) represented by China has increased from 18% to 29% 15. Considering the large demand for polymer materials such as plastics and rubber in China market and the flame retardant ratio which is lower than the global average, the demand for flame retardants in domestic market will have a broad space for growth in the future.
