Standard for Combustion Performance of Gansu's Strictest External Wall Thermal Insulation Material

In order to ensure the fire safety of construction projects and effectively prevent and reduce the fire accidents of building exterior insulation materials, according to the relevant technical standards and the Ministry of Public Security's Notice on the Fire Supervision and Management of Civil Building Exterior insulation materials (Public Consumption [2012] 350) spirit, combined with the actual situation of Gansu Province, Gansu Provincial Housing and Urban-Rural Construction Department and Gansu Provincial Public Security Department jointly formulated recently. And issued a notice on the specification of the combustion performance of building exterior wall insulation materials. The notice requires that ordinary polystyrene panels and extruded panels shall not be used in civil buildings.
According to the spirit of notification, for non-curtain-wall buildings, when the building height is greater than or equal to 50 meters, the burning performance of the exterior wall insulation material should be Grade A; when the building height is greater than or equal to 24 meters and less than 50 meters, the burning performance of the insulation material should not be lower than Grade B1. When grade B1 material is used, fire isolation belts should be installed on each layer. At the same time, non-combustible materials should be used as protective layer. The thickness of protective layer on the first floor of a building should not be less than 10 mm, and other floors should not be less than 5 mm. When the building height is less than 24 meters, the combustion performance of thermal insulation material should not be lower than B1 level. When grade B1 material is used, fire isolation belts should be installed on every two layers. At the same time, non-combustible materials should be used as protective layer. The thickness of protective layer on the first floor of a building should not be less than 10 mm, and other floors should not be less than 5 mm. In hospitals, nursing homes, kindergartens, student dormitories, hotels, shopping malls and places with dense staff, the burning performance of thermal insulation materials should be Grade A. For curtain wall buildings, when the building height is greater than or equal to 24 meters, the combustion performance of thermal insulation materials should be Grade A; when the building height is not greater than 24 meters, the combustion performance of thermal insulation materials should not be lower than Grade B1.
When building exterior wall adopts internal thermal insulation system, it should comply with the following regulations: in evacuation staircases of crowded places and various buildings, the burning performance of thermal insulation materials should be Grade A; in other buildings, places or parts, low smoke, low toxicity and no less than Grade B1 thermal insulation materials should be used. When grade B1 material is used, non-combustible material shall be used as protective layer, and the thickness of protective layer shall not be less than 10 mm. Fire-proof isolation zones shall be made of inorganic thermal insulation materials with a combustion performance of Class A and set along the floor position with a width of not less than 300 mm. Fire-proof isolation belt and basement wall should be fully adhered, and should be constructed at the same time with external wall insulation. In order to ensure the stability and safety of exterior wall thermal insulation materials in use, the smoke toxicity of organic thermal insulation materials should reach the level of quasi-safety ZA1; the water absorption rate of thermal insulation materials should not exceed 4%; and the bulk density of organic or organic modified thermal insulation materials should not exceed 60 kg/cubic meters. It is strictly forbidden to use exterior wall insulation materials that do not meet the current national and Gansu standards or have no product standards.
